Austin Road, Manteca <br />95336 <br />Benjamin Escotto I Ruben Ramirez <br />THE ABOVE FACILITY WAS INSPECTED FOR COMPLIANCE WITH APPLICABLE SECTIONS OF THE DIVISION 30 OF THE PUBLIC RESOURCES CODE (PRC) AND TITLE 14 AND TITLE 27 CALIFORNIA CODE OF REGULATIONS(CCR) <br />NoViolations <br />or Areas of Concern <br />V.` , A <br />Regulations <br />x <br />17867(a)(2) - Vectors/Odor/Litter/Hazard/Nuisance/Noise/Dust <br />Comments: There is an area with ground material used as bedding. When driving over this material with <br />vehicles and equipment, a significant amount of dust is being generated. <br />A. All handling activities shall be conducted in a manner that minimizes human contact with inhalation and <br />ingestion of dust and particulates. <br />B. Increase the frequency of spraying this area with water to prevent the generation of significant amounts <br />of dust. <br />X <br />17867(a)(8) - Fire Prevention, Protection and Control <br />Comments: There was an area of ground material that had a temperature range of 173 F to 180 F. <br />A. The operator shall provide fire prevention, protection, and control measures which includes temperature <br />monitoring of windrows and piles. <br />B. Begin taking temperature measurements of all piles of ground material and when temperatures reach <br />170 F, actions must be taken to reduce the temperature. <br />Inspection Report Comments: <br />Routine monthly inspection conducted on this date and the following was noted: <br />1. The pile of overs is still on site. The pile of overs must be removed by 1/25/12 in accordance with Title 14 <br />Section 17852 (15). <br />2. The cannery waste is being stored adjacent to the greenwaste pile that has been manually screened for <br />unacceptable wastes. Some of the cannery waste is being mixed with this greenwaste pile causing a fly nuisance <br />in these areas. Keep the cannery waste and the greenwaste pile separated. <br />3. The fly population throughout the composting operation has increased since the last inspection. The facility has <br />implemented fly traps throughout. <br />4. The facility was instructed to provide some form of marking on windrows that have cannery waste. <br />5. The temperature range of the windrows and ground material was 125 F to 171 F and 138 F to 180 F respectively. <br />The temperature range of the pre-screened product and screened product was 133 F to 147 F and 148 F to 152 F <br />respectively. The temperature of the greenwaste was 84 F. <br />6. All records were available for review and were found to be filled out accurately. <br />7. The odor around the cannery waste was light. The fly population was moderate. No fly breeding was observed. <br />
