0 <br /> CalRecycle <br /> Compostable Materials Handling Operation and Facility Inspection Report (93) <br /> SWIS Facility File Number(99-xx-9999) Inspection Date Prr»Code: <br /> 39-AA-0020 3/17/2010 LEA Periodic <br /> Time In:., Time„Out Inspection Tlme <br /> Facihty Name Rei3eived By :. <br /> m <br /> Forward Resource Recovery Facility Forward, Inc./Allied Waste North America <br /> Facility Location Owner Name <br /> 9999 N.Austin Road, Manteca 95336 <br /> Inspector Also Present(Name) <br /> Robert McClellon <br /> THE ABOVE FACILITY WAS INSPECTED FOR COMPLIANCE WITH APPLICABLE SECTIONS OF THE DIVISION 30 OF THE PUBLIC RESOURCES CODE(PRC)AND TITLE 14 AND TITLE 27 CALIFORNIA CODE OF REGULATIONS(CCR) <br /> No Violations or Areas of Concern <br /> A, Regulations r <br /> X 17867.5-Personal Training <br /> Comments:At the North end of windrow 20 there was an area that was contaminated by oil.The oil was spilled as a result from a repair of <br /> the windrow turner.There was staining and free product(oil)floating on the water puddle.Title 14 CCR states"that all personnel assigned to <br /> the operation shall be trained in subjects pertinent to operations and maintenance,including the requirements of this article,physical <br /> contaminants and hazardous materials recognition and screening,with emphasis on odor impact management and emergency procedures.” <br /> The training of the maintenance personnel appears to be inadequate.Make sure that all personnel are properly trained in the recognition <br /> and handling of hazardous waste. <br /> Inspection Report comments: <br /> A routine isnpection was conducted this date and the following was noted: <br /> 1.During the inspection an oil spill was found.The spill was the result of a repair to a peice of equipment.The oil was spilled on the ground and left. <br /> There was no containment or effort to clean up the spill prior to the inspection. There was a followup inspection conducted on March 18,2010 to <br /> confirm that the oil was cleaned up.The spill was cleaned up and the oil was removed.The soil and compost was containerized and sampled to <br /> determine final deposition. <br /> 2.The site records indicate that temperatures are being taken and that pathogen reduction is being tracked. <br /> 3.Sample results were available and the results indicate that the compost is meeting pathogen reduction. <br />
