Hazelton Avenue <br />Stockton, CA 95201 <br />Re: Response to August 8, 2018 Review of Response to 6 June 2018 Notice of <br />Violation and Revised Work Plan, Foothill Sanitary Landfill, San Joaquin County <br />Dear Mr. Bahadori: <br />This letter is in response to the Regional Water Quality Control Board's (RWQCB) Review <br />of Response to 6 June 2018 Notice of Violation, Foothill Sanitary Landfill (FSL), San <br />Joaquin County, dated August 8, 2018. The RWQCB Notice of Violation of the Second <br />Semester and Annual 2017 Groundwater Monitoring Report for the Foothill Sanitary <br />Landfill (FSL) was received on June 6, 2018, and required San Joaquin County (County) to <br />submit a Work Plan by July 16, 2018. <br />The Work Plan was submitted on July 16, 2018 and proposed: 1) installation of one <br />groundwater monitoring well (MW -4A) to replace background monitoring well MW -4; 2) <br />expansion of the landfill gas (LFG) extraction system in lieu of installing a new groundwater <br />monitoring well southeast of Module I; and 3) expansion of the LFG extraction system by <br />installing three to five new extraction wells in lieu of reconstructing the remaining four single <br />completion LFG probes. <br />The RWQCB's review of the work plan agreed with the task for installation of the <br />groundwater monitoring well to replace background monitoring well MW -4. However, the <br />RWQCB does not agree with omitting a new Point of Compliance well southeast of Module <br />I. The RWQCB agreed with the expansion of the LFG extraction system in lieu of <br />reconstructing the four single completion gas probes and the RWQCB believes that the single <br />completion gas wells can effectively monitor the vadose zone. The RWQCB acknowledged <br />the need to purchase and install a new LFG flare in order to complete the expansion of the <br />LFG extraction system. However, a complete timeline was not provided in the July 16, 2018 <br />Work Plan.
