The Plan was received by CalRecycle on July 7, 2015. <br /> Staff has determined the Plan is technically adequate in meeting the Requirements of Title <br /> 27, California Code of Regulations. The San Joaquin County Environmental Health <br /> Department, Local Enforcement Agency (LEA) approved the Plan in a letter dated October <br /> 19, 2015. The Central Valley Regional Water Quality Control Board (RWQCB) noted in an <br /> October 15, 2015 email that they have not been reviewing non-water release corrective <br /> action cost estimates. <br /> In addition, the operator is required to demonstrate financial assurances for the Plans' <br /> costs.
