SAN J 0 A Q U 1 N Environmental Health Department <br /> u ; i y 1 Iii <br /> Hazardous Materials Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> FedEx Ground-Tracy 5655 Hood Way,Tracy December 01, 2021 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 12 HSC 25505(c) Failed to have the HMBP readily available to facility or EHD personnel. <br /> OBSERVATION: Personnel at this facility do not have readily access to the business plan. <br /> •The business plan was provided to the hub senior manager after going though corporate first.The staff on site do <br /> not have access to the plan without first getting it from corporate. <br /> •The business plan for the Composite Copper Catalyst was not available to employees due to being in a locked <br /> container at the fuel cell.The employees do not have the code/key to open the locked container without first calling <br /> Bloomenergy. <br /> REGULATION GUIDANCE: Emergency response plans and procedures, chemical inventory, and site map shall be <br /> readily available to personnel of the business or facility with responsibilities for emergency response or training. <br /> CORRECTIVE ACTION: Immediately make all this content available on site, either electronically or in hard copy <br /> format. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection. A complete report was <br /> finished on 12/16/2021 and replaces the initial checklist. Item#7 and #12 were added. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, within 30 days of receiving the complete inspection report. <br /> Documents provided with inspection report: <br /> - HMBP Guidelines <br /> - Site Map Guidelines <br /> Note: The inventory for Diesel Fuel No. 2 located in the south side of the distribution center is listed as <br /> 2,200-gallons maximum daily and largest container of 1,600-gallons.
