Ground Water -- Preliminary test indicates that <br />the groundwater table occurs from 65 feet during <br />the fall and winter season and 60 feet during <br />the spring and summer months. Mineral analyses <br />conducted on other wells in East Stockton and <br />their location is attached to this report as <br />Appendix B. <br />6. Climate <br />a. Climate Conditions Affecting Air Quality -- <br />Central San Joaquin County is in line with the <br />Carquinez Strait windbreak. During the summer <br />months, the air flows east from the oecean and <br />splits in a northerly direction towards Lodi, <br />and southerly towards Modesto, gathering particles <br />of dust from the ground as it moves south. During <br />the winter months, the pattern is reversed; however, <br />there is less particulate matter brought north in <br />the winter than what is carried south in the summer. <br />Clear cool nights in the early winter and late <br />autumn precipitant fogs which can last for days <br />if stagnant atmospheric conditions persist. The <br />San Joaquin Valley, with a high number of sunshine <br />hours, seasonal inversions and frequent absence of <br />wind has the potential for a high magnitude of air <br />pollution. <br />c. Air Quality in San Joaquin County -- California <br />has been geographically divided into 12 air basins, <br />and local air pollution control districts have <br />been formed within these areas. The San Joaquin <br />County Air Pollution Control District encompasses <br />the entire County, which is at the northwestern <br />edge of the San Joaquin Valley Air Basin. The <br />district is responsible for regulating stationary <br />pollution sources and monitoring pollutant levels. <br />Vehicle emissions are regulated by the State. <br />Increased growth can be expected to aggravate an <br />air pollution problem which already exists in the <br />Stockton area.
