The Guidelines for taste Disposal From Land Developments published by the California <br />Regional Water Quality Control Board, Central Valley Region and the recent revision <br />of the Rules and Regulations of San Joaquin County Ordinance No. 949 was an attempt <br />to upgrade sewage disposal In land developments and prevent situations from occurring <br />due to sewage disposal failures that create an expense and 'hardship to the present <br />property owner and place responsibility on the local healtn department to solve the <br />problem of making a repair to a private sewage disposal system. <br />2. The Sari Joaquin County Planning Department, the Planning Commission and the board of <br />Supervisors along wltii the community have created this problem by zoning areas outside <br />of the fringe areas of incorporated titles RA -20 and RA -30 without due consideration <br />for puulic utilities, specifically in this case water and sewage. Article IV of San <br />Joaquin County Zoning Ordinance #850 requires the source of water and method of sewage <br />disposal be shown on a tentative Division of Land Map. Future planning should include <br />source of water and matnod of sewage disposal for RA -20, RA -3U or other residential <br />lots. It is questionable as to whether 20,000 square foot lots can accomodate septic <br />tanks) and in some cases 30,000 square foot.lots because of shape and contour. <br />3. The Rules and Regulations of San Joaquin County Ordinance No. 549 allows for toe <br />installation of septic tanks In new land developments and sets specific conditions to <br />be met if septic tanks are allowed as individual sewage disposal systems. However, <br />the disposal area set aside must ue the "minimum usable disposal area" and must be <br />given a priority In the development of each lot, not fitted in place meal to aenefit <br />the developer in creating lots. <br />4. Snape of lots, frontage, easement, contour, public well influence, soils, and cost of <br />lot and house are factors that govern the use of septic tanks for individual sewage <br />disposal systems. All these factors should be considered before the initial proposal <br />is submitted to the Development Committee. <br />
