Air quality monitoring is performed by local and state air quality <br /> control agencies in order to determine whether the air meets quality <br /> standards set by both the federal and state governments. The <br /> National Ambient Air Quality Standards (NAAQS) are set by the <br /> United State Environmental Protection Agency (EPA) . The state <br /> standards are set by the California Air Resources Board (ARB) . <br /> When state and federal air quality standards are not identical, <br /> local air pollution control agencies are required to develop plans <br /> to ensure that the more stringent standards are met. <br /> In the San Joaquin-Stanislaus Air Quality Maintenance Area (AQMA) , <br /> the ARB projected that the air quality standards would not be met <br /> by 1980 for either photo-chemical oxidants or total suspended <br /> particulates (1) . Table 1 lists the air quality standards for <br /> these two pollutants. The hourly standard for oxidant and the <br /> 24-hour average for Total Suspended Particulates are not to be <br /> exceeded more than once per year. <br /> The National Ambient Air Quality Standards are the ones that federal <br /> regulations require meeting in the Air Quality Maintenance Planning <br /> process. <br /> TABLE 1 <br /> Air Quality Standards for Pollutants Included <br /> in the San Joaquin-Stanislaus AQMA <br /> Pollutant Averaging Time National Standard State Standard <br /> Oxidant 1 hour 0.08 ppm 0.10 ppm3 <br /> Total Sus- 24 hours 260 ug/m3 100 ug/T <br /> pended Annual Geometric 75 ug/m 60 ug/m <br /> Particulates Mean <br /> Air quality monitoring has been performed in San Joaquin County by <br /> the ARB and the San Joaquin Air Pollution Control District (APCD) . <br /> The location of the single monitoring station for San Joaquin County <br /> is at 1601 East Hazelton Street. <br /> Photochemical oxidents are formed when two pollutant species, <br /> reactive hydrocarbons and oxides of nitrogen, react in the presence <br /> of sunlight to form a new group of compounds, photochemical oxidents. <br /> The reactive hydrocarbons and oxides of nitrogen emissions are largely <br /> attributed to the internal combustion engine. <br />
