Box 1810
Stockton, CA 95201
VIEW OF"FOOTHILL SANITAR Y LANDFILL, FIRST QUARTER 1999, GROUAD WATER
AND SURFACE WATER MONITORING REPOR T99
Regional Board staff has reviewed the Foothill Sanitary Landfill, First Quarter 1999, Groundwater and -
Surface Water Monitoring Report, dated 15 April 1999. Additionally,we have received your response
(dated 8 April 1999)to our comments on the monitoring report for the fourth quarter 1998. Your
responses are satisfactory and staff notes that most of the deficiencies we commented on have already
been corrected ilh the first quarter report. We appreciate the very timely response.
Volatile organic compounds were detected in monitoring well MW-3 during first quarter sampling. The
county has ordered that this well be resampled and will report the results of the sampling and analysis to
the Regional Board. Please respond in writing informing this staff of the scheduled date for resampling
monitoring well MW-3, and the anticipated date for submittal of the analytical results.
Regional Board staff notes that the quantitative turbidity value of the groundwater samples was not
recorded in the field, (a visual observation of turbidity was provided). Turbidity is a required parameter
specified in the Monitoring and Reporting Program Order Number 94-258. Please include the turbidity
for the groundwater in future reports.
We understand that during the second quarter of 1999,your sampling consultant will report the well
recovery time for the purging/sampling events. Additionally, during the second quarter 1999,the
Standard Observations will be recorded on the summary sheets that you have developed. You included
a copy of this form as Appendix F in the first quarter 1999 report.
If you have any questions or comments regarding our review, please call me at(916)255-3140.
NDY W.
