18 Month Inspection <br /> Foothill Landfill (39- A-0004) <br /> VIOLATIONS <br /> No violations were observed. <br /> AREAS OF CONCERN <br /> The inspection identified the following areas of concern with respect to Title 27, CCR, Division 2, <br /> Subdivision 1, CIWMB Standards: <br /> § 20515—MSWLF Unit Records <br /> The operator needs to maintain training records for landfill employees on site. <br /> §20680—Daily Cover <br /> Solid waste was partially exposed in the area of the previous day's active face. The operator must be <br /> more diligent in making sure all waste is covered with 6 inches of compacted soil at the end of each <br /> day. Because the"day-lighting" of waste did not pose a fire, odor, litter, vector, or scavenging threat, <br /> the inspectors did not consider it a violation. <br /> §20830—Litter Control <br /> Litter was observed downwind from the active face. The operator must be more diligent in preventing <br /> the movement of litter away from the active face or must collect and dispose of the litter on a daily <br /> basis. This litter was not considered to be the result of the daily cover issue discussed above, but <br /> litter that was blown away from the active face prior to placement of daily cover. Examination of <br /> previous monthly inspections indicate this is not a long-term or chronic issue, but possibly the result <br /> of recent windy conditions on the days just prior to the inspection. <br />
