<br />SUBJECT: Application for Five -Year Permit Review and Submittal of the Joint
<br />Technical Document for Foothill Sanitary Landfill (SWIS# 39 -AA -0004)
<br />The San Joaquin County Environmental Health Department (EHD) received the Joint Technical
<br />Document (JTD) for the Foothill Sanitary Landfill (FSL) on August 15, 2005. The five-year
<br />permit review application for FSL was received on July 11, 2005. Upon review of the JTD and
<br />the review application (CIWMB E-1-77), the EHD has made the following comments and
<br />findings listed below:
<br />1. Application for Permit Review, Part 3, Section B, 3, a, "Average Daily Tonnage
<br />(TPD)": The number reported, 790 TPD, reflects the 2004 average tonnage. Instead,
<br />report the estimated average waste tonnage expected to be received for each operating
<br />day on a yearly basis (calendar year) for the next five years. Do not use non-operating
<br />days in calculating the average daily tonnage.
<br />2. Application for Permit Review, Part 3, Section B, 3, b, "Site Capacity Currently
<br />Permitted": The number reported, 97.0 million cu yards, is different from the current
<br />permit and the JTD value of 102 million cu yards. Explain the discrepancy.
<br />3. Application for Permit Review, Part 3, Section B, 3, c, "Site Capacity Proposed": Use
<br />this number to increase site capacity from the currently permitted value. The number
<br />reported, 97.0 million cu yards, is the "Site Capacity Currently Permitted" value. If the
<br />site capacity is not increasing then this value should be zero.
<br />4. Application for Permit Review, Part 3, Section B, 3, d, "Site Capacity Used to Date":
<br />The number reported, 10.1 million cu yards, is different from the value reported in
<br />Appendix M of the JTD, 10.6 million cu yards. Explain the discrepancy.
<br />5. Application for Permit Review, Part 3, Section B, 3, f, "Date of Capacity
<br />Information": The date reported is December, 2004. This date can predate the
<br />application date by no more than three months. Bring the capacity information up-to-date
<br />to within three months of the application date.
