This Plan and design drawings incorporate the design changes directed <br />by RWQCB staff upon review of our design submitted September 2, 2005, in accordance with Item 6 of the <br />Cleanup and Abatement Order (CAO). In particular, this design includes a composite HDPE and GCL <br />liner over the portions of the refuse of Module "I", instead of the GCL barrier originally submitted in <br />August 2004. <br />The original CAO schedule required completion of the Foothill Landfill Site Improvement Project by <br />November 2006. We will be proceeding directly to bid the project in an attempt to meet that original <br />schedule. That original schedule also identified specific submittals and review time by RWQCB staff. <br />We were pleased to be able to meet those deadlines and to provide additional submittals requested by <br />Board staff, which were not identified in that schedule. However, the rejection in 2005 at the 90% <br />design level of a core design feature originally submitted in 2004 caused a delay in the project, against <br />which we continue to struggle.
