As promised, please find enclosed:
• The Construction Quality Assurance Plan /Quality Control Plan for the Module "I" partial closure,
landfill liner on native soil and over refuse, and "partial cover" components of the Foothill Landfill
Site Improvement Project.
® A reduced set of plans for this project.
This Plan and design drawings incorporate the design changes directed by RWQCB staff upon review of our
90% design submitted September 2, 2005, in accordance with Item 6 of the Cleanup and Abatement Order
(CAO). In particular, the revised design includes a composite HDPE and GCL liner over the portions of the
refuse of Module "I" and the installation of a test pad for the evapotranspirtative closure cap.
The original CAO schedule required completion of the Foothill Landfill Site Improvement Project by
November 2006, and identified specific submittals by the County and review time by RWQCB staff. We
were pleased to be able to meet those deadlines and to provide additional submittals requested. We
continue to struggle with the delay caused by the redesign of the Module "I"ZModule 1 barrier, but it is
our intent and hope to meet the original CAO completion schedule. So please do not hesitate to call me
at 209-468-8504 with any questions, and I look forward to our meeting March 3 to discuss the project.
Sincerely,
W.
