19. The flare shall be equipped with a temperature indicator and recorder which measures and <br />records the operating temperature. The temperature indicator and recorder shall operate <br />continuously when LFG is flowing to the flare. [District NSR Rule] Federally Enforceable <br />Through Title V Permit. <br />20. The flow rate of landfill gas delivered to the flare shall be indicated and recorded whenever <br />LFG is flowing to the flare. During maintenance of the gas collection system or flare, emissions of landfill gas shall be <br />minimized during shutdown. Permittee shall maintain records of maintenance related or other collection system and <br />control device downtime, including individual well shutdown [District Rule 1070, 4.0] <br />Federally Enforceable Through Title V Permit. <br />24. The LFG collection and control system shall comply with the following, except as <br />modified by this Permit: <br />a. The operational standards of 40 CFR 60.753. <br />b. The compliance provisions of 40 CFR 60.755. <br />c. The monitoring provisions of 40 CFR 60.756. <br />d. The reporting and record keeping requirements of 40 CFR 60.757 and 60.758. <br />Section 60.757(c)(4) and (f)(3) are understood to refer to periods when the LFG <br />collection system is operating but the control device was not operating. <br />This clarifies these Sections. <br />e. Permittee shall conduct surface scan and other tests of the landfill gas collection system <br />and control equipment on or before January 31, 2008 (30 months and 180 days after the <br />first annual emission rate report showing NMOL emissions exceeding 50 <br />megagrams/year), or within three months of full operation of the system, whichever comes <br />sooner, by EPA.
