RAMWrIr'IfilISM3= <br />Foothill Sanitary Landfill is a single solid waste management unit on an 800 -acre site <br />owned and operated by San Joaquin County (Figure 1). This facility is regulated by the <br />Central Valley Regional Water Quality Control Board (RWQCB) as a Class III <br />(municipal waste) disposal site. Filling began in 1966 in unlined Module "F', which is <br />approximately 80 acres in area. Adjacent and south of Module "I" is Module 1, <br />constructed in 2003, which is currently receiving waste. Planned development of the site <br />includes construction of successive Modules on the site. Those modules constructed <br />adjacent to Module " P' will allow placement of additional refuse over the present <br />footprint of Module "P'. <br />2.2 NSPS Compliance <br />A Tier H NSPS non -methane organic compound (NMOL) emission model has been <br />generated for the site using a site-specific NMOL concentration of 963.7 ppmv as hexane. <br />Based on this model, the Foothill Sanitary Landfill is estimated to exceeded the 50 mg <br />per year NMOL emissions due to refuse placed in the year 2004. This estimate was <br />transmitted to the San Joaquin Valley APCD in January 2005. <br />From the date the 50 mglyear limit is exceeded, San Joaquin County has 30 months to <br />install a LFG collection system, or June 2007. However, the County intends to install a <br />LFG system in 2006 to comply with a Clean Up and Abatement Order issued by the <br />Regional Water Quality Control Board out of concern for possible future groundwater <br />impacts. <br />The LFG collection system at the Foothill Sanitary Landfill will be designed to comply <br />with the rule promulgated March 12, 1995 entitled, Standards of Performance for New <br />Stationary Source Municipal Solid Waste Landfills, 40 CFR Part 60, Subpart WWW <br />(NSPS). Specifically, the LFG collection system will be designed to meet 40 CFR <br />§60.759 Specifications for Active Collection Systems, and §60.752 Standards for Air <br />Emissions from Municipal Solid Waste Landfills. <br />Foothill Sanitary Landfill 2 Public Works/Solid Waste <br />LFG CS Design Plan County of San Joaquin - March 10, 2005 <br />
