Item No. 8 of the CAO requires that we have "completed construction of all of the components of the Project" by November 1, 2006. This due date was revised to December 1, 2006, in a letter from Ms. Molly White. We make this request due to the inability of our contractor (Wood Bros. Construction) to obtain the combustion equipment of the landfill gas system, which is a component of the project. Delay in the delivery of the combustion equipment was apparently due to a back -log in orders, which our contractor could not anticipate. We believe that Wood Bros. has made a good faith effort to obtain the equipment within the time required, the most significant indication of this being the placement of the order for the combustion equipment prior to the start for the construction contract (see correspondence, attached). Because of this delay, we ask that the date for Item No. 8 be extended to February 1, 2007. The combustion equipment will be installed in an area accessible by an all-weather road, and most of the equipment will arrive pre -assembled, so we do not anticipate significant delays due to inclement weather for this work. We anticipate that all other components of the project, including the installation of landfill gas wells and piping, liner, closure of a portion of the landfill, installation of the groundwater wells, improvement of the landfill cover and drainage, will be complete by the December 1, 2006 due date. We do not believe there will be negative environmental impact by this extension. The primary value of a landfill gas collection system to groundwater quality is prevention of contamination by volatile organic compounds (VOCs) carried in landfill gas. We are pleased that contamination by landfill gas VOCs has not been indicated since February 2002, and we suggest that delaying the completion of the landfill gas system will not impact groundwater at our site.
