4.5 Compliance with §60.759(c)(1) or (2) <br />§60.759(c) Each owner or operator seeking to comply with <br />§60.752(b)(2)(i)(A) shall convey the landfill gas to a control system in <br />compliance with §60.752(b)(2)(iii) through the collection header pipe(s). <br />The gas mover equipment shall be sized to handle the maximum gas <br />generation flow rate expected over the intended use period of the gas <br />moving equipment using the following procedures: <br />4.5.1 Landfill Gas Extraction Component Installation <br />§60.759(c)(2) For new collection systems, the maximum flow rate shall <br />be in accordance with §60.755(a)(1). <br />§60.752(b)(2)(i)(B) The collection and control system design plan shall <br />include any alternatives to the operational standards, test methods, <br />procedures, compliance measures monitoring-, record keeping or <br />reporting provisions of sw 753 throng i r S proposed l y the owner <br />or operator. <br />The initial GCCS flare station and blowers will be designed for 2000 SUM, sufficient to <br />handle all anticipated landfill gas at least through year 2017. The flare station will be <br />expanded in the future to provide sufficient vacuum on the wells and burn all collected <br />gas. <br />4.6 Compliance with §60.753(d) <br />§60.753(d) Operate the collection system so that the methane <br />concentration is less than 500 parts per million above background of the <br />surface of the landfill. ...A surface Emissions Testing Protocol shall be <br />developed that includes a topographical map with the monitoring route... <br />Areas with steep slopes or other dangerous areas may be excluded from <br />surface testing. <br />As required by §60.753(4), San Joaquin County will monitor the surface of the landfill. If <br />the GCCS at the Foothill Landfill does not maintain surface emissions below the HSPS <br />requirement, the GCCS will be adjusted or modified in accordance with HSPS <br />requirements and as described in ` (Surface Emissions Response Plan). <br />4.7 Alternatives and Compliance with §60.752(b)(2) <br />§60.752(b)(2) If the calculated NMOC emission rate is equal to or <br />greater than 50 mega grams per year, the owner or operator shall: <br />Foothill Sanitary Landfill 15 Public Works/Solid Waste <br />LFG CS Design Plan County of San Joaquin - March 10, 2005 <br />
