11 <br />in the LFG and/or excessive N2 (measured as balance gas). To allow the <br />landfill the greatest operating flexibility possible, the allowable N2 <br />(measured as balance gas) limit will be increased from the NSPS limit of <br />20% to 40%. Experience at numerous landfills has proven that with <br />proper wellfieid monitoring, gas systems can operate at this level without <br />problems provided landfill cover maintenance is maintained, and there is <br />no opportunity for air short circuiting into the landfill. <br />4.7.3 Specifications for Active Collection Systems <br />As stated in Sections 4.1 through 4.5 of this design plan, the GCCS installed at the <br />Foothill Landfill will comply with the specifications for an active GCCS as stipulated in <br />§60.759 of the NSPS. All future expansions of the GCCS will also be designed to <br />comply with these NSPS requirements. <br />4.7.4 Install a Landfill Gas Collection and Control System <br />§60.75 (b)(2)(U) Install a collection and control system within 18 months <br />of the submittal of the design plan under paragraph (b)(2)(i) of this <br />section that effectively captures the gas generated within the landfill. <br />§60.752(b)(2)(ii)(A)(2) Collect gas from each area, cell, or group of <br />cells in the landfill in which the initial solid waste has been placed for a <br />period of <br />§60.752(b)(2)(U)(A)(2)(i) 5 years or more if active; or <br />A majority of the Foothill Landfill has not reached final grade and has had waste -in-place <br />in excess of five years. Therefore, a GCCS is required for most of the existing landfill <br />area. <br />§60.752(b)(2)(ii)(A)(2)(ii) 2 years or more if closed or at final grade. <br />In accordance with this requirement, a GCCS will be installed, and operated, in all areas <br />of the landfill that have reached final grade. <br />§60.752(b)(2)(U)(A)(3) Collect gas at a sufficient extraction rate; <br />§60.752(b)(2)(U)(A)(4) Be designed to minimize off-site migration of <br />gas - <br />In compliance with §60.752(b)(2)(ii)(A)(3) and (4), the GCCS will be designed to extract <br />LFG at a sufficient rate to comply with surface emissions limits. This will be achieved by <br />sizing and installing sufficient collection elements, transmission piping, blower(s), and a <br />flare for the estimated maximum rate of LFG to be generated within the refuse.
