a
Ms. Kim Schwab -2-
FINANCIAL ASSURANCES FOR CLOSURE,POSTCLOSURE
MAINTENANCE,AND CORRECTIVE ACTION AT THE FOOTHILL SANITARY
LANDFILL
Postclosure Funds
Postclosure maintenance funding is established by Pledge of Revenue Agreement No. A-94-1137.
The cost of a landfill gas extraction system, planned for 2006,will be funded by Certificates of
Participation, issued in 2003. The cost of post-closure maintenance has been revised to reflect
operation and maintenance of that system.
Corrective Action Funds
The County is self-insured through the County Self-Insurance Trust Fund for anticipated corrective
action costs(see Certification of Self-Insurance and Risk Management, attached).
The costs for corrective action are based on the installation of a"pump and treat" system to
mitigate groundwater contamination, including the initiation and completion of such measures.
Inflation Factor
The 2004 inflation factor was not available from the California Integrated Waste Board at this
time;therefore, we have used last year's inflation factor. We anticipate that the 2004 inflation
factor will be available in May 2005. Our update of closure and postclosure maintenance costs is
due to the California Integrated Waste Management Board on June 1,2004,by which time the
inflation factor will have been made available. We will forward the updated costs to you when it
is available.
If any additional information is required, please call me at(209)468-8504.
Sincerely,,
W.
