OBSERVATION: Monitoring records for the last three years were not found on site. The 2019 monitoring system certification test results were not found on site. REGULATION GUIDANCE: These records shall be maintained on site for at least three years. Monitoring records include: (1)date and time of all monitoring or sampling; (2)monitoring equipment calibration and maintenance records; (3)results of any visual observations; (4)results of sample analysis performed a lab or in the field; (5)logs of all readings of gauges or other monitoring equipment, ground water elevations, or other test results; (6)results of inventory readings and reconciliations. CORRECTIVE ACTION: Immediately locate and maintain all missing maintenance and monitoring records for the last three years on site. This is a repeat violation, Class II. 208 CCR 2716(a-e) Failure to comply with the designated operator inspection requirements. OBSERVATION: Designated operator reports were not signed within the required time frame. The 09/02/2021 designated operator report was signed by the owner/operator on 09/22/2021. REGULATORY GUIDANCE:Within 48 hours of the completion of the designated UST operator visual inspection, the designated operator shall sign and provide the owner or operator with a copy of the inspection report. Within 72 hours of being provided a signed copy of the report,the owner or operator shall provide a description of each corrective action taken or to be taken and shall sign and date the report, acknowledging the identified compliance issues. CORRECTIVE ACTION: Ensure all designated operator inspection reports are completed and signed within the required time frame in the future. This is a repeat violation, Class II. 318 CCR 2635, 2637.1,2665, 2712 Failed to meet spill container requirements. OBSERVATION: The 87, 89, and diesel spill containers does not provide a minimum capacity of 5 gallons during product delivery operations. The 87 spill container already had approximately 5 gallons of liquid,the 89 approximately 4 gallons of liquid, and diesel approximately 3 gallons of liquid upon arrival and prior to testing. REGULATION GUIDANCE:All spill containers shall have a minimum capacity of five gallons. CORRECTIVE ACTION: This violation was corrected on site. The technician removed all liquid from all spill containers and the containers can now hold a minimum capacity of 5 gallons. This is a repeat violation, Class II.
