e . If improvements are partially or fully completed prior to approval of the Final Map , the subdivider <br /> shall execute an agreement with the County of San Joaquin to warranty the public improvements <br /> offered for acceptance by the County for 1 year after acceptance by the Board of Supervisors . <br /> f. A Preliminary Soils Report is required in accordance with the County Standards for the purpose of <br /> determining the R -Value for the design of the roads . ( Development Title Section 9 - 910 . 2 ) <br /> g . A grading plan shall be submitted as a part of the improvement plans and approved prior to approval <br /> of the Final Map . The grading plan shall contain the information listed in the California Building <br /> Code ( CBC ) Appendix J Section J104 . 2 , complete drainage details and elevations of adjacent <br /> parcels . Retaining wall details shall be submitted where applicable . ( Grading that disturbs more <br /> than one acre will require a National Pollutant Discharge Elimination System permit . ) <br /> h . All traffic signs and markings shall conform to the latest edition of the Manual on Uniform Traffic <br /> Control Devices ( MUTCD ) , and / or San Joaquin County Standards and shall be shown on the <br /> I <br /> mprovement plans . ( Development Title Section 9 - 1150 . 2 ) <br /> i . All utilities shall be underground except power transmission facilities of a 35 KV or greater . Public <br /> utility easements shall be provided along the road frontage of the subdivision and as required by <br /> the public utility companies . ( Development Title Section 9 - 1155 . 2 ) <br /> j . Casey Place shall be improved in conformance with the standards for a 50 -foot-wide rural <br /> residential road including 24 feet of pavement , 4 - foot shoulders , roadside swales and terminate at <br /> a turnaround . The improvements shall be in conformance with the current Improvement Standards <br /> of the County of San Joaquin . Improvement plans , specifications and engineer ' s estimate prepared <br /> by a registered civil engineer shall be submitted for review and are subject to plan check , field <br /> inspection fees and must be approved by the County of San Joaquin Department of Public Works <br /> prior to issuance of any building permits . ( Development Title Section 9 - 240 , Section 9 - 910 , Section <br /> 9 - 1100 and R - 92 - 814 ) <br /> k . Street lighting shall be provided at the intersection of the Casey Place and State Route 12 in <br /> accordance with San Joaquin County ' s current Improvement Standards and complete any <br /> necessary requirements to connect power to the streetlights ( including application to Pacific Gas <br /> and Electric Company and installation of any necessary power facilities ) ( Development Title Section <br /> 9 - 1150 . 11 ) <br /> I . Prior to approval of the Final Map the property shall provide for the operation and maintenance of <br /> the street light facilities by transferring into a zone within an existing County Service Area ; forming <br /> a new Community Facilities District or annexing into an existing Community Facilities District . <br /> ( Development Title Section 9 - 1100 . 5 ) <br /> m . Prior to approval of the Final Map the existing residence must disconnect from the existing water <br /> system and water service shall be provided by a new on - site well . Written confirmation is required <br /> from the Environmental Health Department that the required permits were obtained . <br /> n . Drainage from the improved portion of each parcel shall be retained on - site by a retention basin at <br /> the time of development of each parcel . ( Development Title Section 9 - 1135 . 2 ) <br /> o . Access rights shall be dedicated and restricted for lots 1 and 7 along the frontage of State Route <br /> 12 on the Final Map . ( Development Title Section 9 - 1150 . 5 ) <br /> p . A minimum 25400t-wide private access and utility easement shall be provided for the benefit of <br /> Lots 2 - 7 . The requirement for this easement shall be noticed by a statement on the Final Map and <br /> by a recorded notice of subdivision restriction .
