d . Construction of an individual domestic water well under permit and inspection by the Environmental <br /> Health Department is required at the time of development ( San Joaquin County Development Title , <br /> Section 9 - 1115 . 3 ) . <br /> e . Any abandoned well ( s ) are to be destroyed they are to be destroyed under permit and inspection <br /> by the Environmental Health Department as required by San Joaquin County Development Title , <br /> Section 9 - 1115 . 5 ( e ) . <br /> f . Any geotechnical drilling shall be conducted under permit and inspection by The Environmental <br /> Health Department ( San Joaquin County Development Title , Section 9 - 1115 . 3 and 9 - 1115 . 6 ) . <br /> 5 . SAN JOAQUIN COUNCIL OF GOVERNMENTS ( Contact : [ 209 ] 235 - 0600 ) . <br /> a . This project is subject to the San Joaquin County Multi - Species Habitat Conservation and Open <br /> Space Plan ( SJMSCP ) and must provide a Certificate of Payment prior to issuance of any grading <br /> or building permits . <br /> 6 . CALIFORNIA DEPARTMENT OF TRANSPORTATION ( Contact : [ 209 ] 483 - 2582 ) <br /> a . The proposed driveway may require the removal of an existing Valley Oak tree . As this tree is a <br /> protected species , the applicant must obtain San Joaquin County ' s approval to remove it and <br /> provide Caltrans with proof of that approval during the Encroachment Permit phase . A bird survey <br /> of the area will also be required . <br /> b . The proposed site development is adjacent to the state route . The developer needs to ensure that <br /> the existing state drainage facilities will not be significantly impacted by the project . If historical <br /> undeveloped topography shows drainage from this site flowed into the State Right- of-Way ( SROW) , <br /> it may continue to do so with the conditions that peak flows may not be increased from the pre - <br /> construction quantity and the site runoff be treated to meet present storm water quality standards . <br /> If historical undeveloped topography shows drainage from this site did not flow into the SROW, <br /> then it will not be allowed to flow into the SROW . <br /> c . An Encroachment Permit will be required for any work done within the Department ' s right of way . <br /> This work is subject to the California Environmental Quality Act . Therefore , environmental studies <br /> may be required as part of the encroachment permits application . A qualified professional must <br /> conduct any such studies undertaken to satisfy the Department ' s environmental review <br /> responsibilities . Ground disturbing activities to the site prior to completion and /or approval of <br /> required environmental documents may affect the Department ' s ability to issue a permit for the <br /> project . Furthermore , if engineering plans or drawings will be part of your permit application , they <br /> should be prepared in standard units . <br /> 7 . The collection of in - lieu fees of land dedication is a requirement for approval of any new <br /> residential lots create in the subdivision .
