2. SUMMARY <br />2.1 POTENTIAL IMPACTS AND RECOMMENDED MITIGATION MEASURES <br />The characteristics of the proposed project are discussed in Sections 1.1 and <br />1.2. Section 3 of this report discusses in greater detail the existing <br />setting, environmental impacts which would result if the proposed project were <br />implemented, and mitigation measures to reduce or eliminate any environmental <br />impacts. <br />Table 2-1 summarizes adverse impacts of the proposed project and mitigation <br />measures recommended for these impacts. The significance of each impact is <br />noted along with the recommended mitigation measures. The significance of <br />each impact after mitigation is also noted. <br />2.2 ALTERNATIVES EVALUATED <br />Three alternatives to the proposed project are evaluated in this EIR: the no <br />project alternative, with the project site and study area remaining as they <br />are; a Planned Development District alternative, intended to develop a <br />compatible residential and agricultural use of the site; and a lower density <br />residential use of the study area. Further descriptions of these alternatives <br />and their respective impacts are presented in Section 4. <br />2.3 IDENTIFIED AREAS OF CONTROVERSY <br />Land use and planning, agriculture and agricultural economics, traffic and <br />circulation, public services and utilities, hydrology and drainage, air <br />quality, and noise have been identified as areas of controversy and <br />potentially significant environmental impacts to be addressed in this EIR. <br />Table 2-1 identifies and summarizes these areas of controversy. Public <br />concern in response to the information provided in this Draft EIR will be <br />addressed in the Final EIR. <br />2-1 <br />
