In all cases, facilities must be determined to be adequate and compatible with <br />the site characteristics. <br />Planned Land Uses and Zoning. The study area is designated for agricultural <br />uses on the San Joaquin County General Plan Land Use/Circulation Element Map. <br />The zoning designations for the study area consists predominantly of GA -10 <br />(General Agriculture with a 10 acre minimum lot size), as well as a small area <br />of RR -65 at the northeast corner of Linne Road and MacArthur Drive, and a <br />small area of C -RC (Commercial Rural Center) at the northwest corner of Linne <br />Road and Chrisman Road. The intent of the General Agriculture (GA) Zone is as <br />follows: <br />It has been determined that agriculture is one of the major industries of <br />the County and for the protection of agriculture and in order to prevent <br />encroachment upon it by incompatible uses of land, and for the general <br />welfare of the County as a whole, there is established a zone classifica- <br />tion within which agriculture shall be encouraged to the exclusion of such <br />other uses of land as may be in conflict therewith. The provisions of <br />this chapter [General Agriculture Zone] shall be liberally interpreted, <br />insofar as they apply to agricultural pursuits and services and shall not <br />be deemed nor construed to interfere with any normal accessory use. <br />Permitted uses in the General Agriculture Zone include single family <br />dwellings, a variety of crops, the raising and grazing of certain livestock, <br />noncommercial nurseries, greenhouses, aviaries, and other such uses, <br />processing plants for fruit or vegetables, and educational animal projects. <br />Other uses are permitted subject to an approved Development Plan, Site <br />Approval, or Conditional Use Permit. Refer to Appendix 13.2 for applicable <br />requirements and zoning regulations of the General Agriculture Zone, including <br />the GA -10 zone. <br />The adjacent Valpico Rural Residential area is designated Rural Residential in <br />the County General Plan and is zoned RR -65. The intent of the Rural <br />Residential (RR) Zones is as follows: <br />Rural Residential (RR) Zones are intended to implement rural residential <br />designations on the General Plan by establishing zoning districts which <br />provide large lot rural homesites, a size sufficient to accommodate the <br />desire for rural living and satisfy applicable health requirements while <br />resulting in the consumption of as little agricultural land as possible. <br />Rural Residential Zones are intended to provide homesites of sufficient <br />area for each lot in the zone to provide individual water supply, sewage <br />disposal and storm water drainage, thereby precluding the necessity for <br />public water, sewer or drainage systems. Because of the reliance upon <br />individual systems, no Rural Residential Zone shall be established within <br />or on the fringe of urban growth areas as designated by the General Plan <br />in order to minimize the likelihood that Rural Residential areas will be <br />encroached upon by urban development. <br />In keeping with the policies of the General Plan and the intent of the <br />ordinance codified in Divisions 3 through 8 of this Title to protect <br />agriculture, rural residential areas will be applied primarily in areas <br />which have already been divided into parcels so small they are no longer <br />capable of significant commercial agricultural production, and due to <br />3.1-8 <br />
