RURAL RESIDENTIAL PRINCIPLES <br />1. Minimizing Rural Residential Areas. Although development of the Trains <br />Brothers parcel is not a large increase in rural residential uses, it <br />would promote such development on adjacent parcels. Development of the <br />entire study area is not in keeping with this policy. <br />2. Concentrations of Small Parcels. Although the study area is in an <br />agricultural area and the area has been subject to parcelization over <br />the years, rural residential development of the study area is not in <br />keeping with the intent of the Rural Residential Zone (see the <br />discussion on the relationship to zoning regulations in this section). <br />3. Further Rural Residential Development. Development of the study area <br />is encouraging outward expansion of rural residential areas, even if <br />only the Traina Brothers parcel were to be developed (see #1 above). <br />Furthermore, development of the entire 410 acres will not maintain the <br />rural character of the area. <br />4. Size of Homesites. The County will need to decide on the adequacy of <br />the size of the parcels to satisfy applicable health requirements. <br />CITY OF TRACY GENERAL PLAN. The Traina Brothers proposal and the potential <br />conversion of the remainder of the study area to rural residential is also not <br />consistent with policies of the Tracy General Plan. As mentioned previously, <br />although the City of Tracy has no authority to approve or deny projects in <br />unincorporated San Joaquin County, the study area is within the Tracy Sphere <br />of Influence. The following statements clarify how the proposed and potential <br />projects relate to the policies of the Tracy General Plan described in the <br />Existing Setting of this section. <br />Guiding Policy: Preserve agricultural land to the extent feasible. <br />Implementing Policies <br />2-1 Direct Urban Residential Development_ to the South and West. Develop- <br />ment of the study area will direct growth to the south and east. In <br />doing so, the perimeter between agricultural and urban use will not be <br />minimized, public services will not be provided in the near future, <br />and high quality agricultural lands will be lost. <br />Guiding Policy: Preserve agricultural resources in the General Plan area. <br />Implementing Policies <br />25-1 Limit Development to Areas Designated by the General Plan. <br />Development of the study area will be in an area designated for <br />agriculture in the Tracy General Plan. <br />25-2 Support San Joaquin County Policies and Zoning Actions.
