area estimated that approximately 68 percent of future residents of the area <br />would work in the Bay Area. Based upon this, it is assumed that approximately <br />50 percent of the trips generated by the proposed project would be oriented to <br />the Bay Area, 45 percent to the central area of the City of Tracy and the <br />remaining five percent to Interstate 5 via Eleventh Street and Kasson Road. <br />The assignment of project related traffic to the surrounding roadway network <br />is shown in Figure 3.3-2. <br />Future trips which would be generated by buildout of the surrounding area were <br />distributed and assigned to the roadway network in the same manner. <br />Capacity Analysis. Traffic volumes and roadway levels of service (LOS) were <br />projected and evaluated for two future scenarios. Scenario 1 assumes existing <br />traffic volumes plus traffic which would be generated by the proposed project. <br />Scenario 2 assumes Scenario 1 plus traffic which would be generated by <br />buildout of the surrounding 384 acres with construction of an additional 205 <br />single family residential units. The results of the analysis are summarized <br />in Table 3.3-2. Review of Table 3.3-2 will indicate that all roadways <br />evaluated are expected to continue to operate at an LOS A assuming Scenario 1. <br />MacArthur Drive is expected to realize a daily increase in traffic volumes of <br />103 vehicles; Linne Road, an increase of 30 vehicles; Fairoaks Road, an <br />increase of 70 vehicles; and Chrisman Road, an increase of 10 vehicles. <br />However, all are projected to continue to operate at an LOS A. <br />Completion of Scenario 2, buildout of the surrounding area, would further <br />increase traffic volumes on surrounding roadways as indicated in Table 3.3-2. <br />However, all roadways are forecast to continue to operate at an LOS A. <br />Transit. The proposed project should be expected to generate a very limited <br />public transit ridership due to the existing limited service to the area. Use <br />of the existing County Area Transit (CAT) service in the area is restricted to <br />the elderly and handicapped. To the extent the proposed project would be <br />inhabited by elderly or handicapped, the system would probably be used. <br />However, no significant diversion of trips to public transit should be <br />expected to occur until a more substantial public transit service is provided <br />to the area. <br />Ridesharing in the form of carpooling or vanpooling would probably provide a <br />more effective and less costly means of reducing vehicle trips in the project <br />area. Carpooling could be utilized for work related trips, particularly to <br />the San Francisco Bay Area as well as for recreational, school or shopping <br />related trips to the City of Tracy. Vanpooling could be utilized for work <br />commuting to the San Francisco Bay Area. <br />Site Access/Parking. Access to the project site would be provided at a single <br />point to Fairoaks Road as shown in Figure 1-3. Plans are not sufficiently <br />detailed at this time to allow a comprehensive review of the proposed project <br />roadways and intersections. However, as more detailed plans become available, <br />they should be reviewed by the County to ensure adequate roadway geometrics <br />and driver sight distance are provided. The plans should also be reviewed to <br />ensure adequate circulation to other portions of the study area. The Public <br />Works Department considers the single access point to be unacceptable (Gau, <br />1987). <br />3.3-7 <br />
