employs 95 officers and 15 sergeants to patrol a total of 1,440 square miles <br />using a beat system. The nearest (and only) station is located at French <br />Camp, south of the project site. The average response time to the project <br />area depends upon the priority of the service call and the location of the <br />beat officer at the time of the call. Burglary is the major crime in this <br />area. The County Sheriff's Department is presently understaffed and a study <br />is being prepared to determine the extent of staffing needs (Stewart, 1987)• <br />The sheriff's department indicated that no new stations are planned for the <br />immediate future and that the department shares mutual aid agreement with all <br />cities in the County and with neighboring counties (Stewart, 1987). <br />Fire Protection. The Tracy Rural Fire District is responsible for fire <br />protection and emergency medical service within unincorporated areas of San <br />Joaquin County. Station 4, the Jefferson Station, at 7700 Linne Road is <br />located approximately one quarter mile from the proposed project site and the <br />Banta station located at Grantline and 7th Street. Approximately 15 <br />volunteers serve a 200 square mile area (Olivera, 1987). Emergency response <br />time is from approximately one to three minutes for the Jefferson Station and <br />a range of three to seven minutes from the Banta station (Olivera, 1987)• <br />Because fire service is provided by volunteers, response times may vary. If <br />needed, both the New Jerusalem and Lammersville stations will respond to major <br />structure fires. The fire district reported that no new stations were being <br />planned (Olivera, 1987). <br />The service area of Station 4 has an Insurance Service Office (ISO) rating of <br />Class 6 when fire hydrants are within 1,000 feet of each other for rural <br />residential land use. Fire department service levels nationally are rated on <br />a scale of one to ten (best to worst) in an effort to determine the cost of <br />fire insurance for property owners. A rating of eight is the best possible <br />rating in a rural area. <br />In 1986, the Tracy Rural Fire District handled 1,000 calls: 247 emergency <br />medical needs; 276 auto accident related calls; 23 structure fires; and 165 <br />grass fires (Thienes, 1987). <br />Schools. The Jefferson (Elementary) School District serves the City of Tracy <br />and its unincorporated areas. This school district provides one school <br />(Jefferson School) for grades kindergarten through eighth. Jefferson School <br />is located adjacent to the project site at Linne and Chrisman Roads, and <br />serves 320 students. At present, Jefferson School uses six portable <br />classrooms which enables the school district to adjust the available capacity <br />as needed (Hawkins, 1987). <br />Tracy Public (High) School District serves the City of Tracy and its <br />unincorporated areas as well. This district has a total of 2,200 high school <br />students. These students are educated at either Tracy High School <br />(approximately 2,000 students) or Duncan Russell School (a Continuation High <br />School teaching approximately 200 students) (Blakley, 1987)• Both Tracy High <br />School and Duncan Russell High School are at capacity. The school district has <br />plans to construct a new high school located in Tracy at the west end of <br />Lowell Avenue between Lincoln and Corral Hollow (Blakley, 1987). The proposed <br />new high school is still in preliminary planning, costs and funding methods <br />have not yet been identified (Schantz, 1986). <br />3.4-2 <br />
