Parks and Recreation. Development of 14 homes or a total of 219 homes will <br />not adversely affect services available from the County Park District (Ogata, <br />1987). There is available capacity for park visitors at two nearby parks, <br />Larch Clover and Durham Ferry (Ogata, 1987). <br />MITIGATION MEASURES. In general, Rural Residential developments should comply <br />with the County Development Policies for water, sewage, disposal, and <br />drainage. More specifically, the following subdivision -stage mitigation <br />measures are proposed to minimize public services and utilities impacts. <br />Water <br />- The developer should drill test wells to demonstrate water quality and OW <br />capacity to the Local Health District. <br />- The developer should obtain a permit from the Local Health District for <br />the construction of wells. These wells should be constructed according <br />to County Ordinance 1862. <br />Wastewater <br />- The developer should perform percolation tests in accordance with Local <br />Health District requirements. <br />Storm Drainage <br />- The developer should provide the Public Works Department with a soils <br />report to demonstrate feasibility for a community drainage pond. <br />Police <br />- The developer should consult with the Sheriff's Department regarding <br />subdivision design considerations which may reduce patrol requirements. <br />- A Neighborhood Watch Program may be organized by residents of the <br />development to provide a greater measure of security for the <br />neighborhood. <br />Fire <br />- The Tracy Rural Fire District should consider collecting fees from the <br />developer on a per parcel basis to offset costs to provide fire <br />protection for residential development. <br />- The Tracy Rural Fire District should seek additional volunteer <br />firefighters to staff Station 4. <br />- The developer should install fire hydrants in the project area to <br />conform to County and Fire District standards. <br />Schools <br />- Consideration should be given to the formation of a Community Facility <br />District under the Mello -Roos bill. <br />3.4-6 <br />
