The choice of equipment during the construction, therefore, would be important <br />to the level of impacts experienced by the adjacent residences. Delivery <br />trucks and construction vehicles would temporarily subject residences adjacent <br />to haul routes to higher noise levels. It should be noted that the initial <br />effect of construction noise would be temporary and confined to relatively <br />small areas at any one time. <br />Motor Vehicle Traffic Noise Impacts. Post construction noise would be <br />generated as a result of future traffic conditions. Table 3.7-2 summarizes <br />the project generated sound level increases after completion. <br />As shown in Table 3.7-2, the project generated increases range from less than <br />0.1 dBA to 1.3 dBA. This range of increase is not noticeable and is not <br />significant. The future sound levels at the measurement locations were <br />calculated based on the existing levels with adjustments for the project <br />generated and cumulative increases associated with the projected traffic <br />volumes. Thus, at location 2 near Valpico Road and Chrisman Road, the sound <br />levels will be increased from the existing value of 70 Ldn to 71 Ldn under <br />cumulative future traffic conditions, and will be 6 dBA in excess of the 65 <br />dBA limit which is designated by the zoning ordinance for residential areas. <br />At location 3 at the reference location along MacArthur Drive, the sound <br />levels will be increased from the existing value of 67 Ldn to 68 Ldn and will <br />be 3 dBA in excess of the residential limit. <br />At location 1, the sound level under cumulative traffic conditions will depend <br />on the specific development plan. <br />Railroad Noise. For the year 2005, the projected distance from the Western <br />Pacific Railroad track center (Southern Pacific Operations) to the 65 dBA CNEL <br />contour is 218 feet (San Joaquin County Council of Governments, 1986). In <br />addition, the projected distance from the Southern Pacific Railroad track <br />centerline to the 65 dBA CNEL contour is 27 feet. Any proposed future <br />residences which are located within these stated distances along these <br />railroad lines would be susceptible to sound levels of 65 dBA CNEL. <br />Aircraft Noise. The proposed residential sensitive receptors should not be <br />affected by noise due to either takeoff or landing operations from Tracy <br />Municipal Airport in relation to light planes. The present aircraft noise was <br />barely detectable during the recent sound level measurements. <br />MITIGATION MEASURES. The following subdivision stage mitigation measures are <br />recommended to minimize adverse noise impacts. <br />Construction <br />- All construction vehicles and equipment should be properly muffled. <br />California state noise standards for delivery motor vehicles should be <br />met. <br />- Construction operations and related travel in the vicinity of the <br />project site to and from the construction area should be limited to <br />between the hours of 7 A.M and 7 P.M. <br />3.7-4 <br />
