Mr. Olmstead said that requirement of public water and drainage would
delay the project by two or three years. He noted that creation of an
area of benefit would also take some time.
The question was asked if a new E. I.R. would be required because of
this new issue. Mr. Curran replied that it would have to be a supple-
ment to the E. I.R. , focused on the new issue.
The question was asked about the proposed rewording by Mr. Olmstead on
Condition Nos. 2 (d) and 3 (c ) if that was to allow individual wells on
this subdivision and any other subdivision. Mr. Olmstead replied in
the affirmative.
Comm. Gillispie said that this wording could not be placed on this
particular subdivision.
It was noted, however, that the subject subdivision is in the middle
of area also proposed for development, and the criteria for all of the
subdivisions within that immediate area should be considered at the
same time.
Chairman Jungeblut commented that it is possible that 300 or 400 new
residences may go into the area and could result in that number of
individual wells and septic tanks.
Mr. Miller said that Local Health District is of the view that com-
munity wells could be better monitored and, if necessary, treated; and
this would better serve the public.
Tony Traina, 7783 Linne Road, Tracy, one of the owners of the property,
commented on the percolation of that soil . The drainage is
excellent. Regarding the wells, the question of individual wells was
previously settled and requirement of a public water system would be a
financial hardship. He noted that the chloroform is coming from one
company and that property owner should be made to clean up the
problem. He said that Triple E operates only two months out of the
year. He said that contamination of a public well would cause more
problems than contamination of one or two individual wells .
Mr. Edwards, 5262 Canal Boulevard, the applicant, said that a com-
munity well would cost so much it may not be possible to sell the
lots.
Mr. Traina said he was willing to provide a test well from some of the
existing wells.
Gerald Costa, South MacArthur Drive, commented on the excellent
drainage in the area. He said he had some concern on the chloroform
problem and wanted to know if the individual wells could be randomly
monitored.
Mr. Miller, Local Health District, asked who would be responsible for
the monitoring.
PC: 9/10/87 -4- MINUTES
