On March 17, 1983, the Planning Commission approved a <br />time extension for eighteen months, which expired on October <br />15, 1984. On November 8, 1984, the Board of Supervisors <br />approved an extension of time until October 15, 1985. <br />The issue that has arisen is that the subdivider now wants to <br />develop the project in units. There was no mention of units <br />when the map was filed, and all of the conditions were devel- <br />oped with the assumption that the subdivision would be done in <br />one unit. <br />The Subdivision Map Act (Government Code Section 66456.1) pro- <br />vides that multiple Final Maps relating to a conditionally <br />approved Tentative Map may be filed prior to the expiration of <br />a Tentative Map. When the Woodson Estates subdivision was <br />approved, this section was only applicable if the subdivider <br />informed the Planning Commission of his intention to file <br />multiple maps of the Tentative Map. By thus informing the <br />Planning Commission of this intent, conditions could be imposed <br />which could be applicable for development by units. The con- <br />ditions, in this case, do not address partial development <br />because no information was provided to the Planning Commission <br />and Board of Supervisors of the intent to proceed with develop- <br />ment in units. The Map Act has since been amended to allow the <br />filing of multiple Final Maps if the local agency and the sub - <br />
