This finding is consistent with data from
monitoring well MW-3 since January 2002. We believe that the past transitory detections of VOCs were
the result of a temporary increase in LFG production, itself caused by local ponding at the edge of the
landfill immediately adjacent to MW-3. We believe that corrective grading several years ago was the
corrective action needed. As long as reoccurrence of the ponding is prevented, we expect to remain in
compliance.
The Corrective Action Plan(enclosed)addresses the present and near-future conditions at the Foothill
Landfill. Proposed corrective actions reflect the"non-detect"stdtus at all wells at this site. As required,
this report addresses closure of Module"I",however,we address this issue in the context of our present
compliance. This report is structured to conform to Title 27 Section 20425(d)(2).
This report also provides a full and complete disclosure of data collected during the Evaluation
Monitoring, and is submitted in-conformance with California Water Code Section 13267 per your letter of
September 16, 2003. The information in this report, together with past Groundwater Monitoring reports,
includes all groundwater monitoring data available to the County for this site.
If you have any questions, please call me at(209)468-3066.
Sincerely,
W.
