CALIFORNIA REGIONAL WATER QUALITY CINTROL BOARD <br /> CENTRAL VALLEY REGION <br /> 11020 Sun Center Drive#200,Rancho Cordova,CA 95820-6114 <br /> PUBLIC HEARING <br /> concerning <br /> ADMIMSTRATTVE CIVIL LIABILITY ORDER <br /> for <br /> FOOTHILL SANITARY LANDFILL <br /> COUNTY OF SAN JOAQUIN AND FOOTHILL SANITARY LANDFILL,INC. <br /> SAN JOAQUIN COUNTY <br /> The County of San Joaquin and Foothill Sanitary Landfill, Inc. (Discharger) owns and operates <br /> the Foothill Sanitary Landfill; a municipal solid waste landfill (Class III) about 1 mile south of <br /> Shelton Road east of Lodi, San Joaquin County. The Discharger's landfill is regulated by Waste <br /> Discharge Requirements (WDRs) Order No. R5-2003-0020. The Discharger has failed to submit <br /> an adequate report for the closure of Module "I"as required in WDRs and pursuant to California <br /> Water Code Section 13267. The Regional Board will consider whether to impose a$10,000 <br /> Administrative Civil Liability on the Discharger. <br /> A formal public hearing concerning this matter will be held during the Regional Board meeting <br /> which is scheduled for: <br /> DATE: 29/30 January 2004 <br /> TIME: 8:30 am <br /> PLACE: Central Valley Regional Water Quality Control Board <br /> 11020 Sun Center Drive 4200 <br /> Rancho Cordova, CA 95820-6114 <br /> The designated parties for this hearing are as follows: <br /> • Staff of Central Valley Regional Board <br /> • County of San Joaquin <br /> Only designated parties will have these rights: to call and examine witnesses; to introduce <br /> exhibits; to cross-examine opposing witnesses;to impeach any witness; and to rebut the evidence <br /> against him or her. All other persons wishing to testify or provide comments are interested <br /> persons and not designated parties. Such interested persons may request status as a designated <br /> party for purposes of this hearing by submitting such request in writing to the Board no later than <br /> 22 January 2004. The request must explain the basis for status as a designated parry and in <br /> particular how the person is directly affected by the discharge. <br /> Persons wishing to comment on this noticed hearing item must submit testimony, evidence, <br /> and/or comments in writing to the Regional Board no later than 22 January 2004. Written <br /> testimony, evidence, or comments submitted after 22 January 2004 will not be accepted <br /> and will not be incorporated into the administrative record if doing so would prejudice any <br /> ply. <br />
