STRATEGY FOR THE SITE IMPROVEMENT PROJECT <br /> MODULE 1 LINER COMPLETION AND OTHER IMPROVEMENTS <br /> FOOTHILL SANITARY LANDFILL <br /> GENERAL <br /> This document identifies the components of the upcoming site improvement project as proposed in <br /> the letter from San Joaquin County dated 16 January 2004. <br /> The Strategy identifies the information to be included in the design of the project, and the schedule <br /> by which the project will be executed. <br /> PROJECT COMPONENTS <br /> The following components will be included in the site improvement project. <br /> Not included as a component of the construction project,but an integral part of the initial work by <br /> the County,will be to engage a consultant to assist the County with the design and other important <br /> aspects. <br /> 1. Extension of Module 1 liner onto Module "I" <br /> The Liner of Module 1 will be extended over the southern side of Module"I" (Figure 1). At this <br /> time, it is anticipated that the design will be according to the WDRs for side slope landfill base liners <br /> now installed in Module 1. This includes a composite liner over prepared subgrade, a geocomposite <br /> drain layer, and a minimum two-foot thick operations soil layer. <br /> The design effort associated with this extension is will include evaluation of. <br /> A. Slope,bench intervals, and any soils placed for cover enhancement. <br /> B. Performance when subject to refuse surcharge and resulting differential settlements, <br /> including consideration of. <br /> • Overfill of side slope liner to final grade <br /> • Depths of existing refuse under side slope liner, and settlement that may be expected. <br /> C.
