STRATEGY FOR THE SITE IMPROVEMENT PROJECT MODULE 1 LINER COMPLETION AND OTHER IMPROVEMENTS FOOTHILL SANITARY LANDFILL GENERAL This document identifies the components of the upcoming site improvement project as proposed in the letter from San Joaquin County dated 16 January 2004. The Strategy identifies the information to be included in the design of the project, and the schedule by which the project will be executed. PROJECT COMPONENTS The following components will be included in the site improvement project. Not included as a component of the construction project,but an integral part of the initial work by the County,will be to engage a consultant to assist the County with the design and other important aspects. 1. Extension of Module 1 liner onto Module "I" The Liner of Module 1 will be extended over the southern side of Module"I" (Figure 1). At this time, it is anticipated that the design will be according to the WDRs for side slope landfill base liners now installed in Module 1. This includes a composite liner over prepared subgrade, a geocomposite drain layer, and a minimum two-foot thick operations soil layer. The design effort associated with this extension is will include evaluation of. A. Slope,bench intervals, and any soils placed for cover enhancement. B. Performance when subject to refuse surcharge and resulting differential settlements, including consideration of. • Overfill of side slope liner to final grade • Depths of existing refuse under side slope liner, and settlement that may be expected. C. Slope stability,using. Dr. Abrahamson's Seismic Criteria, 04/13/02, in Appendix F,ROWD. • Slope stability criteria and methodologies in Appendix F,ROWD. Existing refuse fill,proposed liner/cover profiles, and refuse overfills.
