Box 1810 <br /> Stockton, CA 95201 <br /> APPROVAL OF CONSTRUCTION QUALITYASSURANCE REPORT FOR MODULE 1, <br /> FOOTHILL SANITAR Y LANDFILL, SAN JOA QUINCOUNTY, FACILITY#SB390300001 <br /> We have reviewed the Final Construction Quality Assurance Report for Module 1 at the Foothill <br /> Sanitary Landfill(CQA Report) dated December 2003, as prepared by Vector Engineering, Inc. The <br /> CQA Report documents the construction and conformance testing of the liner system components for <br /> Module 1. The design and construction document titled Construction of Two Landfill Modules, dated 30 <br /> January 2003, as prepared by Shaw Emcon/OWT, Inc. for Module 1, was approved by Board letter dated <br /> 26 February 2003. The design and construction document was stamped and signed by Frederick W. <br /> Cope, California registered professional engineer No. 19691. It was determined that the document and <br /> associated drawings met the minimum requirements of Waste Discharge Requirements (WDRs) Order <br /> No. R5-2003-0020 for the Foothill Sanitary Landfill. <br /> The CQA Report contains a certification statement by Bryan E. Fritzler, P.E., of Vector Engineering, <br /> Inc., a California registered professional civil engineer No. 55568, stating that in his professional <br /> opinion, the Module 1 liner system at the Foothill Sanitary Landfill was constructed and completed in <br /> general accordance with the project plans and specifications, site permit documents, and Title 27 of the <br /> California Code of Regulations. The Board's review of the CQA Report also indicates that containment <br /> systems for Module 1 have been constructed in accordance with these documents. Based on the <br /> certification statement by Bryan E. Fritzler and our review of the information contained in the CQA <br /> Report,we concur with the report's conclusions. <br /> The only remaining issue is the functionality of the electric pump system. Until that system is working <br /> efficiently, as inspected by the CQA officer, the San Joaquin County cannot proceed with the discharge <br /> of waste in Module 1.
