J. LFG condensate will be handled as landfill leachate in accordance with the WDRs.
K. Provision for Expansion: although little or no LFG is anticipated from Module 1 until at least
one year after refuse placement, the LFG system will be provided with means to connect to
the following features of Module 1:
• Leachate risers
• Future horizontal collectors
• Soil gas trench
It is intended that collection of LFG from these items(when installed)will be adjusted
similarly to other LFG collectors.
It is likely that collection of soil gas from the trench and piping beneath Module 1 liner will
not be needed due to collection directly from the first lifts and collection of LFG from .
unlined Module "I Note that soil gas is likely to contain insignificant methane, and thus has
the potential of diluting the LFG and reducing the possible use of LFG as an energy resource.
It is possible, however, that LFG has seeped from Module "I" under Module 1's liner.
Therefore, the soil gas trench will be attached to the LFG collection system, but collection of
gas from the trench may be discontinued after captured LFG(if any) is depleted.
Once a LFG system is operational, San Joaquin Valley Unified Air Pollution Control District
(APCD) Rule 4642 requires that surface emissions not exceed 500 ppm.
Adequacy of the LFG system will be indicated by:
Methane concentration in LFG reduced to between 40% and 45%
Depth of wells as identified above
Reduction of surface emissions to below 500 ppm per AQMD Rule 4642
4. Additional Groundwater Monitoring Wells
The Site Improvement Project will include the installation of two groundwater monitoring wells,
one upgradient and one downgradient. The location of the wells will be as approved by
RWQCB staff. The design will be similar to that of Monitoring well MW-2R, and will include a
sanitary well seal approved by the San Joaquin County Environmental Health Services.
5. Long Term Intermediate Cover and Drainage Improvements for Non-Closed Surfaces of
Module "I"
The site improvement project will include improvement of drainage on the site as follows:
A. Long term intermediate cover and drainage improvements will be applied in accordance with
the proposed Partial Cover Work Plan (San Joaquin County, October 28, 2003), including:
• Design storm event: 24-hour, 100-year per County intensity data presented in
Appendix E of the ROWD.
Foothill Sanitary Landfill Site Improvement 5 Department of Public Works/Solid Waste
Revised March 12,2004 County of San Joaquin
