R5-2003-0020 <br /> COUNTY OF SAN JOAQUIN AND FOOTHILL SANITARY LANDFILL, INC. <br /> SAN JOAQUIN COUNTY <br /> REVIEW OF SECOND SEMESTER 2003 MONITORING REPORT, FOOTHILL SANITARY <br /> LANDFILL, SAN JOAQUIN COUNTY, FACILITY#511390300001 <br /> We have reviewed the Second Semester 2003 Monitoring Report(Report), as prepared by the County of <br /> San Joaquin, dated 30 January 2004. The report is deemed REJECTED based on criteria set forth in <br /> Waste Discharge Requirements (WDRs) Order No. R5-2003-0020 and associated Monitoring and <br /> Reporting Program (MRP). The Report was rejected based on requirements prescribed in the MRP as <br /> follows: <br /> "Reports which do not comply with the required format will be REJECTED and the Discharger <br /> shall be deemed to be in noncompliance with the waste discharge requirements. In reporting the <br /> monitoring data required by this program, the Discharger shall arrange the data in tabular form so <br /> that the date, the constituents, the concentrations, and the units are readily discernible. The data <br /> shall be summarized in such a mariner so as to illustrate clearly the compliance with waste <br /> discharge requirements or the lack thereof...." and <br /> "Each monitoring report shall include a compliance evaluation summary as specified in F. <br /> Reporting Requirements, of Order No. R5-2003-0020." <br /> The following references support the Notice of Violation (NOV) determination based on the Regional <br /> Board's regulatory authority: <br /> 1.
