We are pleased to report that the site was found in full compliance with Section 20919 <br /> (V),Title 27 CCR(methane migration), based on monitoring the perimeter established by the soil gas wells <br /> SG-2 through SG-11. <br /> The issue of combustible gas migration across property boundaries is an important one, potentially <br /> involving human health and safety. For this reason, we are most pleased to be able to significantly upgrade <br /> our ability to monitor combustible gas in the soil with the new soil gas wells. We are preparing a formal <br /> Methane Monitoring Plan for this site in which these soil gas wells will be identified as the compliance <br /> points,to be submitted for your approval. <br /> As you know,we received a notice of Violation for apparent methane migration on <br /> August 18, 2003,based on measurements made at soil gas well SG-1,which was installed as part of our <br /> Evaluation Monitoring Program investigating possible groundwater contamination at monitoring well <br /> MW-3. Without information to indicate otherwise, it was assumed that the presence of combustible gas at <br /> that SG-1, indicated migration across the property boundary. However,the data from the new soil gas <br /> wells, which enclose SG-1, indicate that combustible gas is not now crossing the property boundary, and <br /> likely was not crossing the boundary earlier. In light of this new information,we ask consideration of <br /> rescinding that violation. <br /> It is our goal to continue to maintain compliance with these important regulations.
