We were pleased to be afforded the <br /> opportunity to clarify the reported results and our procedures when analyzing the data. <br /> Following is the requested responses per your review letter dated September 9, 2003, some of <br /> which were discussed. <br /> Items 1 &2: Lateness of Reports <br /> We recognize the importance of reporting the results of monitoring at the Foothill Landfill in <br /> accordance with the regulations. We were frantically working on the Demonstration Projects, <br /> draft Waste Discharge Requirements, Joint Technical Document update, and engineering design <br /> submittals for new Modules at Foothill and North County Landfills. The critical nature of these <br /> submittals for the new modules forced us reluctantly to postpone the submittal of the monitoring <br /> reports. However,we do not expect the Water Board to exempt the County from regulatory <br /> requirements because of this workload. <br /> Please note that the First Semester Monitoring Report was submitted on time. <br /> Item 3• Reported VOC Detections in Analytical Results <br /> As we discussed,the text and tables reflect the correct results from VOC analysis of our water <br /> samples,but due to a change in the designation of water samples by the laboratories involved, it <br /> is difficult to determine which results are to be ascribed to which monitoring point. <br /> Groundwater analysis samples were subcontracted by Sequoia Analytical (with whom Emcon <br /> has a contract)to Basic Laboratory for VOC analysis. The sample designations used by Basic <br /> Laboratory did not correspond to the designations used by Sequoia Analytical, and therefore did <br /> not correspond to the wells from which they were collected. <br />
