PUBLI HEALTH SEOVICES
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION
Ernest M. Fujimoto, M.D., M.P.H., Acting Health Officer
445 N. San Joaquin Street • P.O. Box 388 • Stockton, CA 95201-0388
(209) 468-3420
MEMO
February 27, 1995
To: Kenneth A. Hill
County of San Joaquin
Department of Public Works
P.O. Box 1810--1810 E. Hazelton Ave. C(Opy
Stockton, California 95201
From: Carol Oz, San Joaquin County Environmental Health Division (EHD)
Re: Proposed Negative Declaration and Initial Study for increased waste quantities
and recycling project at Foothill Sanitary Landfill (FSL), Linden, CA 95236
San Joaquin County Environmental Health Division (EHD) has reviewed your Proposed
Negative Declaration, Initial Study, Finding, Mitigation Measures and Monitoring Plan
received on January 31, 1995. EHD has the following comments/questions:
1. The Agricultural Chemical Container Recycling Plan for the County of San
Joaquin (see EHD letter to your department January 23, 1995) has not been
addressed; more information on how FSL will be involved in this program is
necessary.
2. Subtitle D requirements, (Enclosure 3, State Water Resources Control Board
Resolution No. 93-62, III. Containment, A. Standards for Liners, 1--3) are
applicable.
3. In your Project Description it states bulk recyclable materials will be stored on
site up to six months. This time period has not been approved for any Solid
Waste Facility in San Joaquin County.
4. What type of worker safety training for the recycling project will occur?
5. What measures for dust, traffic, and noise control will be taken?
Please direct any questions or further project information to Carol Oz, (209) 468-3440
at letterhead address. Thank you.
A Division of San Joaquin County Health Care Services
