6 � � � � �.�' ? ��.�„�r �E���•tom: � �i" sr. <br /> s � <br /> Comments Continued: <br /> The following area of concern of the State Minimum Standards (SMS),Title 27, California Code of <br /> Regulations(CCR))was noted at the time of inspection: <br /> 27 CCR Section 20700 Intermediate Cover: . <br /> The standard requires that"(a)Compacted earthen material at least twelve (12) inches shall be placed on all <br /> surfaces of the fill where no additional solid waste will be deposited within 180 days to control vectors, fires, <br /> odors, blowing litter, and scavenging." Board staff and the LEA arrived at the landfill daily working area <br /> early in the morning and observed around a small area of the fill slope east of the work face some compacted <br /> refuse day lighting. The site supervisor stated that the refuse was exposed because of repeated drives over the <br /> surface by the scrapper that was transporting cover material from the burrow pit below. Additional cover was <br /> placed over the area before the completion of the inspection. <br /> Other than the above indicated area of concern,the landfill operations at the Foothill Landfill were good at the <br /> time of the inspection. The work face was of manageable size. The cover application from the previous day's <br /> operation was good. The work deck was clean and water was being sprayed over the deck and access roads <br /> before the start of the operation and throughout the period of the inspection. The site operation appeared to <br /> have adequate staffing and equipment. Litter control crews were picking up windblown litter around the <br /> landfill. All E-waste accepted for recycling was placed in containers. <br /> Most of the fill decks and slopes(Module I)appeared to be in good condition. Although, at the time of the <br /> inspection, it was difficult to see the conditions of the north facing fill slopes in Module I, as tall grass has <br /> grown over the area during the last rain season. The LEA will closely monitor the condition of the slopes, <br /> after the operator mows the grass in preparation for operation during the next rain season. Also,there was <br /> some grading and provisions for adequate drainage (in Module 1)that the LEA will continue to monitor. The <br /> site supervisor stated the areas sloping east in Module 1 are scheduled for grading work. Board staff and the <br /> LEA reviewed the disposal site and municipal solid waste landfill unit records. Records of the Log of Special <br /> Occurrences and some of Personnel Training were reviewed at the landfill. All other records were reviewed at <br /> the offices of the Safi Joaquin County Public Works Department, in Stockton. Board staff and the LEA also <br /> measured methane gas levels at three selected monitoring probes at the landfill. We also reviewed the <br /> operator's 1 st quarter 2008 monitoring results for all of the probes around the landfill. All monitoring results <br /> indicated that the methane levels were well within the regulatory limits. <br />
