GAU
CHIEF DEPUTY DIRECTOR
MANUEL SOLORIO
DEPUTY DIRECTOR
STEVEN WINKLER
DEPUTY DIRECTOR
ROGER JANES
BUSINESS ADMINISTRATOR
Mr. Robert McClellon, REHS
Environmental Health Department
600 East Main Street
Stockton, California 95202
September 15, 2008
•
P. O. BOX 1810 - 1810 E. HAZELTON AVENUE
STOCKTON, CALIFORNIA 95201
(209) 468-3000 FAX (209) 468-2999
www.sjgov.org/pubworks
SUBJECT: LANDFILL GAS MONITORING PLAN, FOOTHILL SANITARY LANDFILL
Dear Mr. McClellon:b
Enclosed, please find the Landfill Gas Monitoring Plan for Foothill Sanitary Landfill, describing the
landfill gas (LFG) migration monitoring wells proposed in accordance with California Code of
Regulations (CCR) Section 20925 et seq., which became effective August 21, 2007. This plan
summarizes and confirms the location, depth, and design of the LFG migration monitoring wells
submitted earlier this year. The design is based on the final design refuse depth elevation of
180 ft. MSL.
Following are the points of the Plan Elements Guidance Checklist promulgated by the California
Integrated Waste Management Board staff, for your information:
❑ The Plan was designed by registered engineer (signed and stamped).
❑ The wells are not in the waste.
❑ The wells are at or near the property boundary. In most cases, the wells are within a few
feet of the property boundary.
❑ Spacing of wells provides no more than 1,000 feet separation.
❑ The monitoring perimeter has been established to exclude the pond at the southeast corner
of our property at this time, such that the pond is considered "off site" with regard to
subsurface LFG migration monitoring. This adjustment is made due to the difficulty in
access in wet weather to that corner of the property for monitoring and maintenance of
those wells.
❑ All well depths are indicated. Proposed wells will be drilled at or near an elevation level of
the deepest level of waste at the completion of the landfill (180 msl), or deeper.
Existing monitoring well SG -12 was installed in accordance with the regulations in force at
the time of installation (June 2004), which required a drill depth to the refuse within 1,000
feet of the well. The design refuse depth elevation within 1000 feet of this well is 222 ft.
