FINANCIAL11 CORRECTIVE ACTION ASSURANCE FOOTHILL LANDFILL SAN JOAQUINCOUNTY Revised September 30, 2008 Purpose The purpose of this report is to estimate the cost of corrective action at the Corral Hollow Sanitary Landfill against a "reasonably foreseeable release" in accordance with Sections 20380(b) and 22220 through 22222 of Title 27, California Code of Regulations (CCR). The County will then demonstrate financial assurance for this cost. Revision Contents This revision incorporates the following: • Costs for installation of landfill gas (LFG) components of corrective action are based on a contractor bid received for similar work at the Corral Hollow Landfill. • Other corrective action costs are updated from the cost estimate submitted in 2007 by 2.7% in accordance with California Integrated Waste Management Board annual inflation factor. • Total corrective action costs are based on a 30 -year corrective action period. Site Description The Foothill Sanitary Landfill is a single Class III Waste Management Unit located at 6484 N. Waverly Road in eastern San Joaquin County. The landfill is located on an 800 -acre parcel of which 673 acres is permitted to receive waste (Figure 1). Waste disposal includes commercial and household waste, construction/demolition waste, and agricultural waste. The total capacity is approximately 102 million cubic yards. Final closure of the facility is projected to occur in 2058. The landfill is owned by San Joaquin County, and operated by Foothill Landfill, Inc. under contract to the County. The site is bordered by agricultural land, used primarily for grazing. At this time, the landfill is comprised of: Module "I", covering approximately 80 acres, which is not lined. Refuse placement in this Module began in 1965 when the site was privately operated. Module 1, covering approximately 34 acres, is lined in accordance with CCR Title 27 and RCRA Subtitle D.
