FINANCIAL11 <br />CORRECTIVE ACTION ASSURANCE <br />FOOTHILL LANDFILL <br />SAN JOAQUINCOUNTY <br />Revised September 30, 2008 <br />Purpose <br />The purpose of this report is to estimate the cost of corrective action at the Corral Hollow Sanitary <br />Landfill against a "reasonably foreseeable release" in accordance with Sections 20380(b) and <br />22220 through 22222 of Title 27, California Code of Regulations (CCR). The County will then <br />demonstrate financial assurance for this cost. <br />Revision Contents <br />This revision incorporates the following: <br />• Costs for installation of landfill gas (LFG) components of corrective action are based on a <br />contractor bid received for similar work at the Corral Hollow Landfill. <br />• Other corrective action costs are updated from the cost estimate submitted in 2007 by 2.7% <br />in accordance with California Integrated Waste Management Board annual inflation factor. <br />• Total corrective action costs are based on a 30 -year corrective action period. <br />Site Description <br />The Foothill Sanitary Landfill is a single Class III Waste Management Unit located at 6484 N. <br />Waverly Road in eastern San Joaquin County. The landfill is located on an 800 -acre parcel of <br />which 673 acres is permitted to receive waste (Figure 1). Waste disposal includes commercial and <br />household waste, construction/demolition waste, and agricultural waste. The total capacity is <br />approximately 102 million cubic yards. Final closure of the facility is projected to occur in 2058. <br />The landfill is owned by San Joaquin County, and operated by Foothill Landfill, Inc. under <br />contract to the County. The site is bordered by agricultural land, used primarily for grazing. <br />At this time, the landfill is comprised of: <br />Module "I", covering approximately 80 acres, which is not lined. Refuse placement in <br />this Module began in 1965 when the site was privately operated. <br />Module 1, covering approximately 34 acres, is lined in accordance with CCR Title 27 and <br />RCRA Subtitle D.
