Corrective Action Financial Assurance Estimate <br />Harney Lane Sanitary Landfill <br />San Joaquin County <br />Revised September 30, 2008 <br />Purpose <br />The purpose of this report is to estimate the cost of corrective action at the Harney Lane <br />Sanitary Landfill against a "reasonably foreseeable release" in accordance with Sections <br />20380(b) and 22220-22222 of Title 27, California Code of Regulations. The County will <br />then demonstrate financial assurance for this cost. <br />Revision Contents <br />This revision incorporates the following: <br />• Costs for installation of landfill gas (LFG) components of corrective action are <br />based on a contractor bid received for similar work at the Corral Hollow Landfill. <br />Other corrective action costs are updated from the cost estimate submitted in 2007 <br />by 2.7% in accordance with California Integrated Waste Management Board <br />annual inflation factor. <br />• Total corrective action costs are based on a 30 -year corrective action period. <br />Site Description <br />The Harney Lane Sanitary Landfill is an unlined Class III disposal site located at 14750 <br />East Harney Lane on a 127 -acre parcel of which 94 acres received refuse fill (Figure 1). <br />The landfill is owned and maintained by San Joaquin County. Waste discharge included <br />commercial and household waste, construction/demolition waste, and agricultural waste. <br />The landfill stopped receiving waste in 1991 and was closed in 1994. The site is <br />bordered by agricultural land. <br />To a depth of approximately 80 feet, soil consists of unconsolidated silts, clays, and <br />sands. The measured hydraulic conductivity of the native soil underlying the landfill <br />ranges between 10-6 to 10-8 centimeters/second. <br />Groundwater is first encountered approximately 120 below the ground surface. It is <br />unconfined and fluctuates approximately 4 feet seasonally.
