HAZELTON AVENUE <br />STOCKTON, CALIFORNIA 95201 <br />(209) 468-3000 FAX (209) 468-2999 <br />www.sjgov.org/pubworks <br />SUBJECT: HAZARDOUS WASTE LOAD CHECKING PROGRAM FOR <br />SAN JOAQUIN COUNTY SOLID WASTE DISPOSAL FACILITIES <br />Dear Mr. Powell: <br />The purpose of this letter is to remind your company of the Hazardous Waste Load Checking <br />Program in place at County owned/operated solid waste disposal sites. <br />Established State and Federal regulations prohibit the disposal of regulated hazardous wastes, <br />liquid wastes, and polychlorinated biphenyl (PCB) at Class III landfills. In addition, disposing <br />of most consumer electronic products (computers, cell phones, all household batteries, <br />fluorescent lamps, mercury thermostats, printers, VCRs, telephones, answering <br />machines, radios, and microwaves) at Class 111 landfills is also prohibited... <br />Batteries and consumer electronics contain lead, mercury, cadmium and chromium, which can <br />contaminate the air, water and soil. These products and others have been classified by the <br />State as universal waste and will have to go to a recycler or a household hazardous waste <br />facility. Similar regulations have banned TV sets and computer monitors from the State's <br />landfills since 2001. The term "universal waste' is used to describe these products because <br />they are found in nearly every home and business. <br />This notification is being sent to all solid waste haulers who use San Joaquin County solid waste <br />disposal facilities. Your cooperation in making this program successful is appreciated. As a <br />reminder to you, the following wastes are prohibited from being landfilled at County operated <br />disposal sites: <br />• Common batteries such as silver button batteries, AA, AAA, C and D cells, but not car <br />batteries, which are already regulated, rechargeable nickel -cadmium batteries, mercury <br />batteries, small sealed lead acid batteries, most alkaline batteries, carbon -zinc batteries. <br />• Mercury thermometers and mercury gauges which are often found in barometers, <br />manometers and blood -pressure monitors. <br />• Thermostats, electrical switches and relays found in appliances. <br />• Aerosol cans that are not empty. <br />• Fluorescent light tubes and bulbs, high intensity discharge lamps, sodium vapor lamps; <br />• Electronics such as televisions, computer monitors, computers, printers, VCRs, cell <br />phones, telephones, radios and microwave ovens. <br />• Novelty items such as greeting cards that play music when opened and most sneakers <br />with flashing lights in their soles. <br />
