Wochnick,P.E., Supervisor <br /> Closure and Technical Support Section <br /> CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD <br /> SUBJECT: FOOTHILL SANITARY LANDFILL,SAN JOAQUIN COUNTY,SWIS NO.39-AA-0004 <br /> PRORP. SED PERIMETER GAS MONITORING PLAN <br /> RECO NDATION OF CONCURRENCE WITH LEA APPROVAL <br /> San Joaquin County Local Enforcement Agency approved the proposed perimeter landfill gas monitoring plan <br /> (Plan)for the Foothill Sanitary Landfill(FSL). The Plan is dated September 15,2009,and was prepared by San <br /> Joaquin County Department of Public Works. The Plan was received by CIWMB on February 25,2009. The Plan <br /> is submitted to provi&for the existing landfill gas requirements as specified in Title 27 of the California Code of <br /> Regulations, Sections 20920 through 20939(27 CCR§§20920-20939). <br /> FSL is located in eastern San Joaquin County at 6484 N.Waverly Road,four miles east of Linden. The site is <br /> owned and operated by the County of San Joaquin Department of Public Works. FSL is approximately 800 acres <br /> with a permitted refuse,fill area of around 674 acres with a 200 foot offset from the property boundary used as <br /> buffer zone. FSL is a Glass III landfill and accepts residential and commercial municipal solid waste. <br /> The Plan proposes to install 24 new landfill gas wells at the permitted facility boundary installed to the future <br /> depth of fill and utilize",one existing landfill gas well(SG-12)which has been installed is to the current depth <br /> of waste. <br /> The Plan indicates that the proposed wells will: (1)encircle the entire permitted footprint,(2)be located <br /> within the facility permuted boundary,(3)contain the appropriate number of probes,and(4)be spaced no <br /> further than every 1,004, feet.The 24 new wells will be installed to the future depth of waste. Existing well <br /> SG-12 is installed to thy`current depth of waste. <br /> Provided that,prior to commencing waste disposal in phases where the depth of waste will be deeper than the <br /> depth of SG-12,a replement well will be installed to the depth of waste,Staff finds that the proposed Plan <br /> meets the prescriptiveandards for landfill gas monitoring systems. <br /> Closure and Technical Support staff reviewed the Plan and recommends concurrence with LEA approval. <br /> Should you have any q#,estions or comments regarding this memorandum,please contact Gino Yekta of my <br /> staff at 3 41-63 54. <br />
