Box 1810 <br /> Stockton, CA 95201 <br /> NOTICE OF VIOLATION, FOOTHILL SANITARY LANDFILL, SAN JOAQUIN COUNTY <br /> The Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff <br /> was notified by the San Joaquin County Public Works Department (Discharger) in a letter <br /> dated 9 April 2009 that the LFG gas condensate-line was incorrectly plumbed-to-the 12-inch <br /> diameter secondary sump riser pipe instead of the 4-inch diameter primary leachate collection <br /> and removal system (LCRS) riser pipe. <br /> Based on the 9 April 2009 letter describing the incident, the Discharger indicates the volume of <br /> the gas condensate delivered to the secondary sump exceeded its volume, thus allowing the <br /> liquid to fill the secondary sump and sump riser pipe to an elevation over 220 feet mean sea <br /> level (MSL). The Discharger concludes that pressure from liquid in the secondary sump <br /> ruptured an extrusion weld above the secondary sump riser pipe where the pipe penetrated <br /> the primary liner. Once ruptured, the gas condensate liquid flowed along the primary sump <br /> liner and into the primary sump. The Discharger excavated around the riser pipe down to an <br /> area where the extrusion weld was located and where saturated soil was eventually observed. <br /> No other saturated soil was observed during the excavation and the Discharger concluded that <br /> the gas condensate liquid was released into the primary sump at this point. The membranes <br /> where the welds were ruptured.were not observed since it was covered by geocomposite <br /> material. <br /> Based on the information provided in the 9 April 2009 letter, the Discharger plans to perform <br /> several actions including: <br /> 1. Remove the condensate from the secondary sump. <br /> 2. Attach the discharge from the LFG condensate line to the primary LCRS riser as <br /> originally intended. <br /> 3. Replace the soil over the exposed pipe and proceed with normal refuse disposal <br /> activity.
