FOOTHILL SANITARY LANDFILL <br />Dear Mr Dei FrntP f yp/ <br />4 <br />Please consider this the report of the Annual Facility Inspection, in accordance with Section 5a of <br />the Monitoring and Reporting Program for the Foothill Sanitary Landfill, due November 15, 2009. <br />The Standard Observations report is also included, as required by Section 5a. <br />The site was inspected on September 28, 2009. The site drainage remains in excellent condition <br />due to the drainage improvements made during the Site Improvement Project in 2006 which <br />provided consistent vegetative cover (Photos 1 - 4) and due to continuing work by the site operator <br />during the year. Similar to last year, the landfill operator covers recently constructed side -slopes <br />with gravelly topsoil scraped from surrounding areas. The gravel and cobbles in the soil provides <br />protection against erosion while the seed in the soil sprouts (Photo 3). Drainage downcomer inlets <br />were free of obstructions. (Photo 5) <br />The active face and working area of the landfill is sloped to drain south into the borrow area, where <br />most or all water will infiltrate. Drainage from the remainder of the landfill surface is directed to the <br />infiltration pond east of Module "I". Some drainage improvements are ongoing, coinciding with <br />ongoing refuse fill. <br />I believe these conclusions agree with your own observations made during your visit on October 8. <br />If you have any questions, please call me at (209) 468-8504. <br />Sincerely, <br />W.
