R5-2003-0020, FOOTHILL LANDFILL, SAN JOAQUIN <br /> COUNTY <br /> A review of our files indicates that Waste Discharge Requirements (WDRs) Order No. <br /> R5-2003-0020 for the Foothill Landfill is backlogged and in need of an update. This <br /> determination was made based on the facility's threat/complexity rating (1 B), which has a five <br /> year update cycle. This letter therefore requests that you submit an application for updated <br /> WDRs. <br /> The most recent Joint Technical Document (JTD) we have on file, dated 15 August 2005, was <br /> submitted to the Local Enforcement Agency. A February 2007 Construction Quality <br /> Assurance Report on file documents various improvements at the site, including, for example, <br /> partial closure of Module I and implementation of landfill gas controls at the site. The most <br /> recent monitoring report on file is the Second Semester 2010 semiannual monitoring report. <br /> In accordance with Title 27, Section 21585, please submit an updated JTD or JTD addendum <br /> for the landfill that includes and/or references previously submitted information relevant to <br /> updating the WDRs, asset forth in Title 27, Article 4 (Sections 21710 through 21760). Please <br /> include with the JTD a completed WDR application form and State Water Resources Control <br /> Board (SWRCB) JTD index (copies enclosed).
