Padilla - Landfill Manage <br />THE ABOVE FACILITY WAS INSPECTED FOR COMPLIANCE WITH APPLICABLE SECTIONS OF THE DIVISION 30 OF THE PUBLIC RESOURCES CODE (PRC) AND TITLE 14 AND TITLE 27 CALIFORNIA CODE OF REGULATIONS(CCR) <br />X jNo Violations or Areas of Concern <br />V A Regulations <br />Inspection Report Comments: <br />Pursuant to the Public Resources Code (PRC), Section 43220, CalRecycle staff conducted an 18 -month inspection at <br />the Foothill Landfill with the LEA. <br />- CalRecycle staff and the LEA arrived at the landfill early in the morning, before the start of the daily operation. We <br />observed that the application of the cover over the compacted refuse (soil and tarps) was good. The work deck was <br />clean and had been back bladed. At the start of the day, landfill employees were picking up litter in the vicinity of the <br />working face and preparing for the daily operation. A water truck was available, and later on during the period of the <br />inspection, was observed spraying water over the access roads and work areas. Disposal operation commenced at <br />about 7:05 a.m. and appeared to be proceeding well. Spotters were directing the traffic and conducting load checks. <br />There was a good separation between the commercial trucks and the public vehicles at the work face. <br />- Fill decks and slopes appeared in good condition. The landfill manager stated that Sheep will be brought in within the <br />next few days to manage the vegetative growth on the fill decks and slopes. All areas of the landfill, including the access <br />roads were free of windblown litter. There were few scattered plastics east of the working face, and the landfill manager <br />stated that the workers were making their way to the area, to clean the litter. The landfill gas control flare was functional. <br />All recycling areas (Universal wastes, white goods, and tires) were well organized. Board staff and the LEA measured <br />methane gas levels on two multi depth monitoring probes (SG -116 and SG -117) and obtained readings of 0.00%. <br />- Board staff and the LEA reviewed the Log of Special Occurrences and load check records that are maintained at the <br />landfill. The landfill manager also stated that tailgate meetings are conducted for the employees to discuss operational <br />measures. We also reviewed the records for the tonnage, traffic volume, and 1 st and 2nd Quarter 2011 landfill gas <br />(LFG) monitoring records at the Solid Waste Division offices in the City of Stockton. The records indicated that the levels <br />of the waste and traffic receipts were within the permitted limits. The LFG monitoring records also showed that methane <br />gas levels in the monitoring probes were within the regulatory limits (0.00%). <br />IMPROVEMENTS NEEDED: <br />The personnel training and recording provisions need to be improved to fully provide for the requirements of Title 27, <br />California Code of Regulations (CCR), Section 20610. The responsibilities for the training and record keeping need to be <br />discussed further to clarify the assignments for the task. The LEA will further direct regarding the provisions for the <br />requirement and will approve the location of where the records shall be kept. <br />
